Abuja Unveils Smart City Vision at Dubai Forum: Wike Charts Five-Pillar Strategy

Abuja Sets Its Sights on a Comprehensive Smart City Transformation

The Federal Capital Territory (FCT) of Nigeria is advancing a bold urban transformation agenda as Minister Nyesom Ezenwo Wike presents Abuja’s “Smart City Vision” at the 2025 Asia Pacific Cities Summit and Mayors’ Forum in Dubai. Framed within President Bola Tinubu’s Renewed Hope Agenda, the plan rests on five strategic pillars designed to modernize the capital, enhance services for citizens, and attract investment through smart public-private partnerships.

The Five Pillars: A Roadmap for Urban Modernization

Urban Mobility: Abuja aims to expand transportation networks, deploy intelligent traffic systems, and improve public transit options to reduce congestion and boost accessibility. The goal is a seamless, data-driven mobility ecosystem that keeps residents and visitors moving efficiently while lowering commute times.

Sustainability: The city intends to scale smart waste management, adopt renewable energy sources, and pursue waste-to-wealth initiatives. The emphasis is on creating a cleaner, greener environment and building resilience against climate challenges while supporting long-term economic vitality.

Public Safety: Investments in smart solar-powered streetlights, CCTV surveillance, and rapid emergency response systems are part of a broader strategy to protect residents and visitors. These measures aim to foster a secure urban environment that supports growth and daily life alike.

Digital Governance: Abuja envisions digitizing land registries, expanding the FCT Call Centre, and implementing citizen-centric platforms that improve transparency, service delivery, and governance efficiency. Digital governance is positioned as a key enabler for accountability and participatory planning.

Economic Empowerment: By expanding Abuja’s digital ecosystem and creating an attractive environment for tech firms, the capital seeks to generate jobs, unlock investment opportunities, and equip its youth with in-demand skills through targeted training and entrepreneurship programs.

Global Collaboration and Public-Private Partnerships

Wike emphasized that Abuja’s smart city journey is anchored in international cooperation and PPPs. He cited ongoing ventures with the Japan International Cooperation Agency (JICA) on Smart Water Metering, Chinese support for intelligent traffic lights, and projects such as the Abuja City Walk and the Abuja Industrial Park. These collaborations illustrate Abuja’s commitment to leveraging global expertise to accelerate homegrown innovation and urban betterment.

Engaging with Dubai and the UAE for Knowledge Exchange

In Dubai, Wike met Reem bint Ebrahim Al Hashimy, UAE Minister of State for International Cooperation, underscoring the importance of city-to-city exchanges as a catalyst for rapid development. At the Dubai forum, Wike joined a panel of global mayors and urban leaders, positioning Abuja as a forward-looking capital with a clear master plan, mission, and service-delivery focus for citizens.

From Vision to Workforce: Data-Driven Opportunities for Nigerian Youth

Wike highlighted the role of data in shaping opportunities for Abuja’s youth, pointing to Nigeria’s forthcoming National Employment Database. In partnership with global development partners, this system will align skills with job opportunities, guide targeted training, and support entrepreneurship programs led by the Abuja Enterprise Agency. The aim is to translate city-scale investment into tangible career paths for young Nigerians.

A Citizen-Centered Transformation

As Abuja advances its Smart City Vision, Wike reaffirmed that technology is a means to an end: a safer, more inclusive, and prosperous city with vibrant public life and opportunity for all. The minister’s remarks at the Dubai forum reinforced Abuja’s commitment to placing residents at the center of development while pursuing innovative, data-informed governance and sustainable growth.
