Background: A new route to flu vaccination
Singapore is widening access to influenza vaccines by expanding a retail pharmacy vaccination sandbox that has proven popular since its launch in October 2024. The program, run in partnership with three major pharmacy groups, allows the public to get the flu jab at Guardian Health & Beauty, Unity Pharmacy, and Watsons Singapore. After a positive initial response, these outlets will extend the service to more pharmacies, pending regulatory approval.
The trial was first established as a temporary measure to test the feasibility of offering vaccination outside traditional medical settings, such as private GP clinics, travel clinics, and polyclinics. MOH officials say the sandbox could become a broader, formally licensed service under the Healthcare Services Act, though a decision on mainstreaming is still pending.
What the data show so far
As of July 31, about 1,200 influenza vaccines had been administered by eight approved pharmacists under the sandbox—well above MOH’s initial target of 200 vaccinations. The majority of recipients, approximately 87 percent, were Singapore citizens who receive government subsidies comparable to those available at Community Health Assist Scheme GP clinics.
MOH described the adverse events observed so far as very low in frequency and mostly minor—such as injection-site soreness. When incidents occurred, pharmacists offered prompt advice and management, underscoring the program’s emphasis on patient safety and proper monitoring.
How the expansion will work
Guardian Health & Beauty (FairPrice Group), Unity Pharmacy (Parkway Parade) and Watsons Singapore have signaled plans to train a larger pool of pharmacists to become certified vaccinators. With this upskilling, more locations will be added beyond the initial three pilot sites: Guardian at Nex Serangoon, Unity at Parkway Parade, and Watsons at Paragon in Orchard.
The expansion reflects an ongoing effort to reduce barriers to vaccination, such as waiting times and the need for appointments. Industry observers note that the retail setting offers convenience without compromising the standards expected of vaccination services, especially when trained professionals administer the shots.
Public response and practical considerations
Feedback from the public has been largely positive, with many people appreciating shorter waiting times and flexible access. A representative sample of shoppers cited online appointment options and walk-in capability as key benefits, making it easier to fit vaccination into busy daily routines.
Vaccination is typically recommended annually because flu viruses mutate over time. In Singapore, the flu season generally spans November to February and May to July, with protection usually kicking in about two weeks after vaccination. For eligible residents, government subsidies are available at retail pharmacies just as they are at GP clinics under the Public Health framework.
Regulatory outlook
MOH indicated in March 2025 that it will review six months of sandbox data to assess effectiveness, safety, and operational factors such as site audits and adverse event management. The agency will consider how well the model can be scaled, and whether to license these services more broadly under existing healthcare regulations. While the decision to mainstream the service has not yet been made, MOH confirmed the sandbox will continue to operate during the upcoming flu seasons, given the favorable public response.
