Double Bedroom Housing: Hyderabad’s DBR Scheme Delivers Patta Certificates

Hyderabad’s DBR Housing Scheme Gains Momentum

In a significant step toward fulfilling the government’s promise of housing for the urban poor, Hyderabad witnessed a fresh push in the Double Bedroom Housing (DBR) scheme with the distribution of patta certificates at a special program held in the Minister’s Quarters. The event underscored the state’s renewed commitment to providing dignified, permanent homes to deserving families who had long awaited these titled records.

The program was attended by notable figures including Telangana Minister for Warangal?Ponnam Prabhakar, Hyderabad City Mayor Gadwal Vijaya Lakshmi, and Rajya Sabha MP Anil Kumar Yadav, along with local legislators and several public representatives. Their presence highlighted the high-priority status of the DBR housing scheme as a pivotal instrument to uplift the city’s poor and middle-class families.

Minister Ponnam Prabhakar personally handed over patta certificates to several beneficiaries, emphasizing that the government’s primary objective is to ensure “a respectable residence” for every needy resident. He stressed that the stalled housing distribution had been reignited after court permissions were secured, and that the administration would complete the process swiftly to provide comfortable living spaces for all eligible families.

Area-wise Distribution: A Quantified Milestone

As part of today’s distribution drive, beneficiaries from Charminar, Malakpet, Yakutpura, and Chandrayangutta constituencies received their title deeds. In total, 75 patta certificates were handed out to recipients from among the 1,024 eligible beneficiaries across the city. Officials noted that the remaining beneficiaries will receive their documents shortly through local MRO offices, ensuring a broader and faster rollout across districts.

Officials highlighted that, so far, the government has already issued housing pattas to 134 residents in Amberpet, 294 in Bahadurpura, 155 in Bandlaguda, 209 in Charminar, 206 in Saidabad, and 28 in other areas. The day’s event marks a meaningful step forward, transforming long-cherished dreams of homeownership into visible, legal ownership for many Hyderabadis.

Hyderabad’s in-charge minister described the gesture as more than a ceremony; it is a fundamental change in the lives of those who have lived in precarious conditions for years. The event reflected a collaborative effort among the city’s political leadership, civic bodies, and the people’s representatives to translate policy into tangible benefits for the poor and working-class communities.

Context: The Indiramma and DBR Housing Nexus

The government’s housing strategy is closely tied to the Indiramma Housing Scheme, which seeks to deliver permanent residences to eligible families by categorizing beneficiaries into three groups. Category I provides Rs 5 lakh in financial assistance to residents who already own land and need funds to construct or complete a house. Category II targets those without land, with the government undertaking the construction of homes for them. The DBR housing allocations are integrated into this framework, aiming to load the system with completed homes for the city’s poor. Officials indicate that eligible recipients will soon be allocated DBR houses under this coordinated effort.

What It Means for Hyderabad’s Poor

For many families, securing a patta means not just legal recognition but real stability—ownership that can uplift living standards, unlock access to credit, and provide a foundation for long-term security. By accelerating the distribution of titles, the government is addressing years of delay caused by litigation and administrative bottlenecks, and is channeling resources toward mitigating housing insecurity in slum and economically weaker sections. The program also targets neighborhood uplift by offering stable housing in areas historically characterized by dense settlements and limited infrastructure.

Next Steps and Looking Ahead

Officials say the remaining pattas will be distributed in the coming weeks, with the local MRO offices handling the formal handovers. The administration remains hopeful that the DBR scheme will expand beyond the current beneficiary list, moving more families toward the dream of homeownership. As the city progresses with this housing initiative, the broader goal of improving living conditions in slum pockets and promoting inclusive urban development appears increasingly within reach.
